It can mean both. This is not about total sales, it's about ratios.

For example, let's say I'm person A and I sell 10 million albums and 100 million singles.

Now let's say I'm person B and I sell only 1 million albums and 2 million singles.

I'd rather be person A but technically person A is also the bigger singles artist so being high or low on this list might not say much.
