You're right. Although Katy Perry has been doing it from the start of her career she by no means originated that type of phrasing, and it's probably impossible to attribute it to any one person. However, in a world where Katy Perry garners six #1 singles from an era, when something changes and includes something that sounds more like Katy Perry than before, then some of the credit should go to her at least in respect to why this style was chosen - to be a hit.
The Sia thing is a good point. I had overlooked it, and Sia does sing with that type of phrasing, but I guess that sort of "alternative" style vocals are becoming more popular, thus Rihanna adopting it.
