Janet Jackson is one of the most important artists of the modern era. She actually matters when it comes to the progression of popular music in the late 20th century and beyond, through her combination of live performance, the music video as an art form, her sexuality in musical image, her contribution to the blurring of the color barrier, and her musical innovation. Just by that alone, she's light-years ahead of Britney. Add in her record sales, acclaim, awards, tour grosses and iconic moments and it's beyond overkill.

Britney Spears wouldn't even be Britney Spears without Janet Jackson. Britney is arguably more recognizable but Janet is probably the most critically acclaimed pop girl not named Madonna, helped create an entire subgenre of music, and didn't peak artistically or commercially or performance wise at 19. The choice is pretty clear.
