It isn't for rugby matches, only concerts, and it is to compensate for the noise. But there are hardly any concerts at Twickenham, they mainly go to Wembley Stadium (but Gaga went to Twickenham because the football season has started at Wembley Stadium).
I lived in Twickenham for over a year, and never once did I get a free ticket.
