Yes, it is. It's almost impossible to imagine someone that appears on TV, YouTube or work before a camera to not do something with this song. It was released 11 months ago and the impact is still endless.
The responses in this thread are just like the one where someone asked if Call Me Maybe would go to #1. It's big and everyone and their grandma has heard it. Get over it.
BOMT is untouchable, success and quality wise. Those who say CMM is bigger are probably under 18 years old, who were too young to comprehend the success BOMT achieved at the time. The fact that there's easier social networking makes it seem like CMM is the bigger hit. At the end of the day, CMM is a fun, catchy tune that smashed the charts and will be remembered in the future as a "cute" hit. BOMT is an iconic smash that changed the Pop landscape entirely and launched the career one of the greatest performers of our time. Arguably the most successful and impactful debut any artist has ever made - it is the sole reason Britney has been declining since her debut in many people's eyes. It was our Thriller. It made it hard for Britney - granted how much of a force she used to be - to come close to it (which she did in 2004) but wasn't even half as enormous.
Cultural phenomenon is a slightly ambiguous term, since it denotes a cache that can't be measured by chart success. I think "Call Me Maybe" has probably achieved that (all these covers and parody videos certainly suggest the possibility), but I would argue that all these songs have made more of an impact since Britney's debut: "Single Ladies (Put a Ring On It)," "Crank That (Soulja Boy)," "I Gotta Feeling," "Yeah!," "Umbrella," "Oops!...I Did It Again." I'm sure there are plenty of others that my fellow ATRLers can think of.
I wouldn't go that far back, I think Single Ladies was the last big cultural phenomenon. I don't think the cultural impact is even close to that of BOMT or SL though.

Tik Tok was the biggest cultural phenomenon of 2010 and Pokey Face was that of 2009.
Call Me Maybe has not made a bigger cultural impact than Tik Tok or Poker Face. It could surpass Poker Face eventually, but Tik Tok really was a phenom of the current Pop Girls and will be very hard to top.
