Streaming has more weightage than that.
For example:
Call Me Maybe
Radio: 109,000 *1 = 109
Digital: 179,000 * 0.7 = 125.3
On-Demand: 915,000 * 0.06 = 54.9
Total: 289.2
Under old chart rules, it would just have been 109+179=288 points.
So effectively, a portion of Sales weightage has now been given to on-demand streaming.
As for your methodology, it can't explain this case:
On debut, Payphone sold 493k, had 36M audience impressions and didn't chart on on-demand. It ranked #3 that week.
We Are Young sold 251k, had 136M audience impression and around 1150k on-demand streams. It ranked #2.
