HWGA was the lead single and she performed it many times.
She never performed RD, she just released a video and plus it wasn't new while HWGA was completely new.

HWGA was officially released as a single and was promoted on a few shows in the US while Remember December wasn't and it was not promoted or performed in the US at all. So that's kind of the difference.
