Exactly why this clarification was needed, not just for the members but also the mods. We're not going to reverse any old WPs, but a warning like that shouldn't happen again in the future.

As a side note, mentioning the artist at the end of an off topic post is not enough to make the post on topic. We judge the main content of the post. This is true not just for Fan Base threads, but any thread on ATRL.

With this in mind, if you do say bye, but you've been part of an ontopic conversation prior, is it still warnable? I spoke to Katie not too long ago as I got a WP in the gaga thread for saying goodnight, but I had been a part of a conversation.

I'm more thinking of people who only come in a few times a day going "Hi! What's going on guys?" or stuff like that, when they can simply read the previous page. If you're involved in a conversation and you're leaving then there's no problem announcing it.
And it's not like we will start reading every page in these threads, someone has to be genuinely bothered by it, preferably someone from the Fan Base itself. If you're bothered by a fellow fan's excessive off topic banter, it's easier for us if you gather some "evidence" posts and then submit it by help request. You now have these guidelines to back you up.
In the end our main goal is that these threads remain fun for everyone and are open for new fans to join. We're not looking to crack down on anything or to moderate them more heavily.

Huh? I may "drag" certain artists in SYG but if I want to say something positive about them I'm not allowed to post in their base? Madonna for example?

The Fan Base threads are specifically for fans and admirers, they are not a general discussion thread for that artist. We can't read people's minds, so it's usually tough to know if there is a "genuine positive interest", but to give an extreme example, Alexz is not allowed to post in Beyoncé's thread.

It should generally be okay if you don't have a history of being a hater of that artist and you mean well. This particular guideline is in response to people posting in rival Fan Bases, starting a fight, and then reporting the resulting posts. Like when people jump in another Fan Base to "correct" receipts that were posted in there.
