Firstly, what type of "impact" do you mean? Cultural? Musical?
"Musical Impact" to me means innovating a genre. Plainly and simply. Also it can mean incorporating new sounds into an already established genre/music scene as a whole. Take for example, Mariah implementing melismatic
vocal stylings in her music. "Melisma" as we know it today is when a singer does run after run and/or stretches short syllable words.
"Cultural Impact" to me means something that has changed the way people in a certain society live. I commonly use the movie, Jaws as an example. After that movie premiered to the public, people grew an irrational fear of sharks and
labeled them "maneaters". And even til this day people automatically associate sharks with being vicious, "man-eating", animals. Of course a song can also have cultural impact, but I think a movie/tv show is much more likely to accomplish that feat.
That's it. I also don't believe influence and impact go hand in hand.

+100000 (Couldn't expect anything but the truth from A Mariah fan tbh

)
Recent Examples:
Musical Impact:
P!nk: Brought Pop-Rock to radio. Made female rock mainstream (not seen since Alanis Morissette)
Successors were flawless. Queen Avril and Queen Kelly.
Amy Winehouse: Made real jazz music mainstream.
Cultural Impact:
BRITNEY SPEARS PERIOD.
Even more recently, Lady Gaga
I'd say cultural impact is much more evident compared to musical impact.
Musical impact is harder to make though.
Both are equally impressive
