Yes Mean's was the highest since Jesus Takes the Wheel for a female artist. It was easily her biggest hit on country and something I found amazing is her 1st #1 of this era Sparks Fly had the lowest peak airplay on country. Mine, BTD, Ours(without new stations) would have all peaked around the 38.5-39.5 range and Sparks Fly peaked at 37.5-37.8. Mean peaked at 41-42 million country airplay.
