By hip-hop, I feel like she means "Rihanna" hip-hop... So like, barely hip-hop at all.

She's working with R&B producers like HitBoy (Theraflu, Watch N Learn) and Pharrell (I'm a Slave 4 U, Boys) but last summer her dad said Miley was also in talks with Dr. Luke (Tik Tok, Teenage Dream, etc) + her manager said her musical direction is
"like Rihanna and Katy Perry, but better." So I feel like her new album is going to be pop, but with a hip-hop/R&B edge so that it's not too cookie cutter.
She said it in her interview on The Conversation, and in the German interview. If she says it in another one, I'm betting something's up. 
He says he'll only release it once he gets his own fame.
