Best Pop Vocal means Best Pop Song with vocals on it. It has nothing to do with the voice.

Meghan is ineligible for Best New Artist because she received Record of the Year and Song of the Year nominations. The Gaga rule won't apply to her since it was altered after the Ed Sheeran situation.

The new rule implies that you can be nominated for BNA even if you were nominated in previous years, as long as you didn't win before + your latest work is the one that made you breakthrough. So yes, she's eligible.

Nope. Like I said, the rule was altered last year after Ed Sheeran received a Song of the Year nomination prior to being nominated for Best New Artist. This was confirmed by NuCat from Goldderby- a Grammy voter/NARAS member. Being nominated in marquee categories disqualifies you the following year.
