I'd say a very high chance. It's close to a certainty.
If we look at Rebecca Black's "Saturday", which was one of the last streaming fuelled entries on the Hot 100, it currently has around 21M views. I can't exactly remember how many it had during the tracking week where it peaked.. I think it was around 12-13M?
Anyway, that equated to 3.3 million streams in the US for Billboard. I guess PSY is more global than Rebecca, but he should be able to amass at least that many streams in the US, considering he'll be close to the 12-13M mark by the end of the first day
Plus, his single should sell more in the week than Rebecca's. Sales will also help.
