She was obviously going to increase the venues as she become more famous progressively throughout the tour. It's still not that impressive compared to Bey's last solo tour.
Cher's touring is scattered and she literally played the same venues to death, so of course attendance dropped after some time. However, The Believe Tour (the one before the tour you're mentioning) was one of the biggest of its time by a female, and her stint in Las Vegas and her current tour definitely prove that she is indeed a touring force.
