That's just one of those phrases people parrot without thinking.
ARTPOP wasn't a make or break career moment. It smashing wouldn't prevent any further album underperforming, and it flopping wouldn't prevent any further album smashing. All it was going to do was indicate how much damage BTW did and whether they could win people back quickly.
I said before ARTPOP dropped that it would probably act as a stepping stone out of the dangerous waters. It was unlikely to do well because there was so much hostility toward her and the project. I hoped for better, but this real knock (not the BTW stumble) may do her wonders in the long run.
It's for the best that she didn't pull out all the stops (hitmakers, major collabs, best directors etc) for this transitional album, because they may have been wasted on an inevitable underperformance. When you think about it, they didn't really bring their A game after BTW...so she has lots of cards to play.
