the tattoo part, everyone else has already surmised.
the planned (and probable) shaving part is part of drawing on iconic/infamous moments in recent pop history that she's using for part of the inspiration for her new era.
also, part of her character is britney-like/inspired, and imo, she actually sees herself somewhat like we all see Britney in some ways
but she'll probably explain it differently. and in a more avant garde way
