I can definitely see how this could be viewed as shade, but knowing that they are friends and have a certain type of relationship (calling each other "bitch" and "hoodrat"
), I don't think it was meant to be harmful. Rihanna is only 25, but Katy is almost 30, and although it's not a huge difference, Rih can get away with things Katy can't.
I dunno, I don't think she was trying to be shady.
