Read the methodology section in the first post.
Short answer is that the scores are weighted to account for different turnover rates in different eras due to Billboard chart methodology changes. Billboard performed similar calculations for their own list.
The Hot 100 + Billboard 200 1950-1970 in particular were extremely volatile.
