Wasn't this known from the jump? Why are people acting as if it was ever touted as a single from her album?
Let me go ahead and be Francis Foreshadowing. A certain group of posters will refer back to Rise when KP4 is released, as a part of the promotion for the album, even if it's released this time next year.
I hope the second single represents the album better!

How would you explain your upcoming album compared to "Rise" and compared to Prism? It's too soon to define it. I want to let the music define itself when it comes out.

The people making jokes about how she's going to change the sound of her album and that she's changing "Rise" to "buzz single" status are truly embarrassing. all of them coming from the same fan base too.
Katy fans should just stop. Songs flop sometimes. Embrace it. Better luck next time. Just because she threw Rise in between her eras it doesn't mean it's not her single. I've never seen Pharrell claim Happy is just some irrelevant sountrack song, or Bruno acting like Uptown Funk! is just some random track he released for no reason.....
only the haters kept calling it a lead single. People running to scream damage control 
all of them coming from the same fan base too. 
of course it ain't the first single, no one likes it!
