That's about as weird as Katy's ever dressed though and it came before Gaga was a thing so she definitely wasn't influenced by Gaga to be weird. Gaga on the other hand went from normal before Katy was a thing (see: Just Dance video) to wearing weird outfits just after Katy became famous. Katy was a trend-setter
