Considering Dubai is the 22nd most expensive place in the world to live, I'm not shocked by the inflation of prices, but also think of things like shipping the stage there for ONE show isn't going to be cheap.

The only thing that would be shocking is the VIP tables price, but they're usually accommodating a group of people and must be purchased as one. The cheapest VIP table is $4356.11 USD, but look at Britney's 'Front & Center VIP Table Package' it comes to $5149.98 USD, but you have to buy 6 at a time and it only works out to $858.33 each. When you book the Platinum Table for Justin Timberlake's show in Dubai its AED 25,000 which is $6806.43 USD, but you're booking for 15 people.
