It's already been said but.... Gaga was referencing a naked woman in one of the most famous paintings in the world, while Miley was dressed like a toddler and acting a fool. Of course nobody cared. Also Gaga's butt was hardly on screen.

People are use to Gaga not wearing much, plus she was in a thong on stage for the last part of her performance which had a number of costume changes and wasn't controversial. Yes, GaGa was in a thong at one point but her expression was celebrated because the story line of her performance made sense. Miley came out humping teddy bears (interesting start), proceeded to rub her ****s with a foam finger (doesn't make sense), bent over ready to be dry humped (by a man who's almost her father's age) and was overall cringe worthy. Rihanna, Drake, the Smith family and our own faces when we were watching said it all.
While GaGa was about the art of performing, Miley was about the art of being a drunk teenage girl at a club thirsty for attention.

It's no secret that Gaga is extremely focused and relies heavily on attention seeking. That said, her antics are conceptual not purely shocking for it's own sake. Wearing a meat dress is controversial but also conceptual. She's a popstar: a piece of meat. She's making a statement. She's embodying the modern popstar by making fun of it and giving it right back to the audience. You may disagree but that further proves that she's making art. What did Miley's performance represent? It was pretty straight forward.

Gaga wearing nothing as Venus is shocking. But clothing can't really be an aspect of that persona. You may question, "Why even pick that persona?" and that is part of a larger story. Maybe it's just so she can be naked. Maybe not. But the story/concept is still there.

Not what I said, stop reading further into something that was put simply. I meant that's particularly why a lot of people found it disgusting, it meaning her performance in contrast to Gaga's. About the "married man" topic, its not my fault that's how the world works, with double standards and all. (especially in the media) I'm not condoning it, I am just simply stating why her performance put off a lot of people in contrast to Gaga's.
