I have heard them, and Rihanna does not use that phrasing. Katy Perry's is much more exaggerated and twangy even.
Does this mean you think that the way Rihanna is phrasing her words in this song is the same way she always does?
I'm not faulting Rihanna, but its clear to the ears that she's not. "Yellow diaMONDS in the sky", "Shine bright like a diiii-amond" there is a clear difference in emphasis and that's just one example. She's entitled to change up her style but we're entitled to point it out.

E.T. is the only Katy song that sounds much like Rihanna to be fair (and the reason for that imo is because E.T. uses a hip hop-influenced beat, which Rihanna also does on some of her songs).
I love Live Your Life!!!!  Probably my favourite song that Rihanna has been on.

Even so, I don't think Katy is the standard here. Rihanna is just being a vocal chameleon to how Sia sings, which she has been doing her entire career.
