It will depend on the Balkans. I don't think anyone outside of that region will be withdrawing, so if they can all afford to stay then maybe we'll get a new record with Portugal and hopefully Romania back.
Last year spokesperson for Croatian Radiotelevision stated that if they agree to send contestant to 2016 that most likely they will do the same in 2017, and that it would likely be The Voice winner again
I predict that Slovakia will wait another year to see what the Czechs get before coming back.
Russia is just hot air fueled by the press so they'll go in the end.
I doubt Romania can pay off their debt in the coming months and Bosnia & Herzegovina will probably miss out.
Turkey is coming back most probably with a Turkish song that will try to imitate Jamala but fail at it miserably. I can see Czech Republic and Bosnia & Herzegovina dropping out.

It would be a bit weird for Czech Republic to drop out right after their first qualification, no? It's a huge success for them.
