I wouldn't call anything religion related progressive as well, but still, religion is a huge factor in our world. Therefore having for the first time a muslin as a mayor in a city like London is a huge deal. And it is a progressive as well, yes. Because. in fact, he is a progressive mind and he won against the conservative competitor.

This will be great against ISIS agenda as well, because it goes against everything they propagandize.

Good. I don't even care about him being Muslim. I'd rather him than any of the other candidates

Some of his policies are questionable though. I'm really curious as to how he plans to make housing cheaper for young people and ensuring that they can get them. Building more homes won't make them any cheaper and I'm sure that rich older people will just snatch them up and sell them off. Also what about the consequences of freezing transport prices?
