No one said it was. In fact, Billboard's current formula values a purchase much more than a stream.
If you buy an album, that's one unit. If you stream it (say it has 15 songs), that's 0.01 units.
100 people would need to stream that album for it -- or 10 people would need to stream it 10 times -- to make as much of a contribution as 1 person buying it. I don't think you can say that Billboard thinks streaming is "more important" than album sales considering this scenario.
Regardless, it's not Billboard's job to declare which form of consumption is most important or valuable or morally right. Their job is solely to measure popularity.
