Taylor had the whole music page on iTunes promoting her entire discography + the same on Apple Music too.
Furthermore Apple bought HUGE billboard commercials on freaking Times Square for her.
Apple Music makes sure that its exclusives are seen by consumers. Plus with Apple comes hype and strong media coverage.
More awareness = more potential listeners.
A simple banner on Spotify won't do the same job as an AM exclusive deal.
EDIT: Being on Spotify helps in the long run, yes, but only if the song is a hit.
Being a promoted AM exclusive would've guaranteed strong streams in the first few week. That's what she could've needed, considering that Gaga's stuff has been very front loaded in the past few years.
