Outside of music yes, he is an icon of rap in a way that they aren't.
But this is while Hey Ya! and Ms. Jackson are bigger classics than any of his tracks, they have multiple albums that are routinely listed as some of the greatest ever and he does not (at least not to the same extent), and I would also argue that their musical influence extends much wider.
