I remember Selena climbing google /bing most searched list, appearing on more blogs, fashion and gossip, in magazines way before she started dating Justin.

I think she got a lot of exposure the first couple of months they were dating but outside of hyper fanbases, I doubt many people give a flying **** who Justin Bieber dates. And the hyper teenagers, whom Selena caters too, knew about her before she started dating Justin. It's not like his ass opened up a whole demographic for her.

WTSGD is her slowest selling album though? Her singles have been more successful. But I think RR and AYWR are around 500-700k so it's not like she was doing terribly before. It raised her profile like I said, but that's not so important and didn't help much. See Monte Carlo and WTSGD.
