I think it's a feminist song, and there's nothing wrong with that. The line which changes between speaking about girls and guys is to show she's criticising society as a whole through the ages for bringing about certain attitudes in both men and women. It's not attacking women who feel the need to dress scantily, it's sympathising as she understands the pressure.
