Well with streamvia, you can turn another IP on and off, so that the website thinks ur from the US, or UK or whatever country you want to watch content from.
For ONE Selena video though, I think you'll be fine just waiting till someone uploads it to normal youtube.

Not really IP, it's like with VPN and other complicated stuff that I don't understand. I don't think it's illegal.
