Generally, yes. By that point, a listener is already ~15 minutes into an album, and a catchy song makes sure they keep listening.
I've also noticed that Taylor tends to make her tracklists uptempo-uptempo-slow-uptempo-slow-etc.
And the first three songs are always singles.
