Just hits aren't enough to make anyone considered the ultimate anything. Think of any legend. When people talk about Michael Jackson, the fact he has 13 Billboard #1s rarely even comes up, it's about his dancing and his fashion. For Stevie Wonder, it's his perseverance and talent with instruments. For Whitney, it's her voice. They all have hits, but hits don't define them.
If hits are all that define Rihanna, then that really says it all.
