About the 100 questions:

By Now I doubt that she's going to do it. She tweeted about doing it once, but right after that she tweeted that she would follow 100 fans, which she now did (almost that is, she's at 92 lol).

She probably meant that she would NOT answer 100 questions, but would instead follow 100 fans. Maybe her manager thought doing the question thing wasn't a good idea because of course people would be asking her about the album and new music all the time, and maybe she doesn't answer questions about that, not yet.
So that would mean that she is not going to answer any questions at all, and following 100 fans was the substitute.

It's just my guess though.

Idk exactly... BUT I recall that Ke$ha has been referencing/namedropping the song title in a tweet (saying that she "only wants to dance" with Shakira, loling at that) before even Tik Tok was released. I think.
