I'm really confused by Capitol's tactic . It's pretty obvious TOTGA wasn't released to get that 6th #1 because there'll be (probably) EP released with Dressing Up that has 'SMASH' written all over it (Part Of Me still ***** on it) . Song is doing pretty well and on both iTunes and radio and tons of performances could make it a big hit , but instead of promoting it in US they went , for China and this just backs up my theory . But what makes me confused is discount . Did they discount it just to increase her overall single sales or to secure TOTGA better chart peak ?

As they said already, maybe they really don't care about TOTGA, and they just released it to have a Katy song during the fourth quarter of the year and to help the album sales.

And maybe they are promoting in China to make her a bigger artist in Asia, wich i think is good because Katy needs Asia, i hope they promote her more there.

Promoting in China (where you're a nobody) >>> promoting a Top5 single in the US (when you already have 5 #1's)
And of course, they secured a Top5 position. It's great, we should get over our obsession with #1s
