No, that's not why it's ****ed up. The number of seats is proportional to the number of people.
It's ****ed up because it uses the FPTP (First past the post) method, which means that whomever has the highest percentage of votes wins the election.
However, because of multiple people vying for the same seat, it means that you don't need 50% of the vote to win. If you have only 27% of the vote, but your percentage is the highest, you still win.
It's an outdated and foolish way to represent elections, and proportional representation should be used instead (That means 27% is 27%, regardless of it's the highest or not)
FPTP actually ****ed over Canada in the most recent election, in which 40% of the Canadian population gave the Conservative party a majority, something that would never have happened under prop. rep.
So it isn't so much about the "big states" as much as it's about the way the FPTP system actually works.
