probably because it is old song (6th or 7th single), no promo, the previous single is still very strong on radio and iTunes and the video release was messed up (too soon) + Rihanna's fans focused on Cheers and now they focus on WFL.
I wish it would smash...but it already outpeaked WTC and IINSYFA and does good in IRL/UK and some other countries so it is not mega flop.
