As for number #1's I will just point out Mariah and Madonna. Mariah has 6 additional number #1 singles more than Madonna. Who was considered the queen of pop though? Number #1's are a very good sample of your popularity and success but it's not everything. Gaga is so much more popular than Katy that I don't even have the words to express it. Maybe it's because I live outside the US so I can't comprehend fully Perry's popularity there but from what I can collect Gaga is still the "it" girl there as well right?
"Urban" would restrict her from doing all that **** that annoys me: making herself uglier, singing/talking about gays and corny self-empowerment messages.

I've seen this before where foreigners are perplexed at how much discussion Katy gets from Americans. Gaga is quite a bit bigger globally, but I'd say Katy's more popular with the American general public right now. Gaga has a larger loyal fanbase, though.
