Also, the people who most often compare Gaga to Madonna are people who were either a kid during Madonna's prime or not even alive. I personally know more adults who think Gaga copies Cher. I honestly can't even count the times I've heard my friends' parents, my own family members, etc. say, "She's not doing anything Cher has already done." People just latched onto the Madonna comparisons and go with it.

Probably for pragmatic reasons more than anything else. She was probably more comfortable performing night after night in the bra/panties than something like the Living Dress.
