I think when Katy flopped Billboard said that labels normally ship around double the first week sales (she shipped ~1.5mill) in their initial shipments, but with an artist like Gaga retailers will be more confident in placing a high order because they know they'll all get sold no matter what the first week sales are.
Whatever happens she'll already be eligible for double platinum when the first shipment goes out
That's the first time I see that in a Lady Gaga video, it wasn't there on Bad Romance and BTW.
