But why would the release the Final track on the tracklisting as a promo single? Shouldn't that be the song that ties everything together when you listen to it at the end? Maybe this album isn't a conceptual as I thought.
No one actually gives a **** about concept albums except for obsessive pop fans like us. The general public could care less if the song they get is supposed to "tie up" the album or not, interscope is merely trying to get the best song out there, regardless of its place on the actual album.

Yes but from what I understand Gaga plays a big role in what goes on with her albums, and I'm surprised that shes going with this. They obviously wanted TEOG to be the last song heard on the record, as even for the bonus track version the make sure it's last on the tracklist. So I'm just a little confused on why they would ship it out before it even drops.
Its a promo single, they wont rush out another single right after the video of Judas. Maybe they just want some more exposure on radio for Gaga. Hope Marry The Night remains the third single.
KRL, I remember Troy Carter being interviewed and saying that they observed Taylor Switf her team and all and they talked about it a lot. I guess it confirms they are aiming the same, being 1M US first week?
I read the 30M article too... hopefully 25 and something will round it off.
