Well that was an actual prediction, its not like we got it out of the blue you know.
That's not what they said before its release, almost all of them were certain that 'Judas' had enough hype to have massive popbars.

While Judas obviously doesn't have the hype of BTW, I don't blame some of the less...um...chart-savvy stans for thinking it had a chance of debuting at #1 with only a few days of sales. Billboard thought the speculation had enough validity to write an article about it, after all.
As for your question, no. Even if Judas had sold 400k, it wouldn't have had enough AI. If Interscope really cared about a #1 debut that much (I'm not convinced they do), their best bet would've been to release Judas next Monday. ET and S&M are both falling and I think by next week Judas would've been able to overtake them by sales alone.
As it stands now, if Judas hits #1, I don't expect it to happen until May.
