Even if TTWE has the second single decrease in anticipation -- Born This Way has been out for nearly TWO MONTHS already and still hasn't slowed down.

Your comparing two songs in two very different situations. TTWE is just now taking off because it's airplay is now corresponding with it's digital sales.
TTWE has a fraction of the airplay that BTW
debuted with due to Gaga's marketing strategy for her first single. She had huge airplay from the very start which along with her video and her performances have greatly aided her chart progression. So the comparison is always going to be one where TTWE is destined to fail simply because it had a lot more for it during it's peak while TTWE had to build up to that as a second single.
I would say if your going to compare TTWE to any other song you should probably compare it to the gains Blow, E.T. and S&M had once their videos, remixes, airplay, and other various promotions for their singles took effect. Comparing her to Gaga makes no sense since that song flew out of the gate and then some.
