Don't be worried. Avril always has great longevity with her albums in Japan. If I remember correctly TBDT sold about 120-130k first week and ended up with 1 million.

No, she opened around 220K in Japan but it was 2007. The sales has been going down a lot since then

It's not huge for a local artist but for an international artist it's very good! These days for local artists 250-500k+ is considered a big debut for albums. Goodbye Lullaby should have no problem being the first or second best selling international album of the year in Japan.
