What are you talking about. HIAM is doing just fine without a video or promo. It debuted at #1 and broke 1st week sales & radio records. And right now it is exploding on the radio. One the video and promo starts it will be back to #1.
Yeah, Britney herself hasn't done any real promotion, but she doesn't need to at this point in her career: it's been talked about everywhere. It isn't some unknown that shot to the top. It's the first new Britney since '08, so obviously it's going to be discussed on every blog and played on every station...

That's their point. She doesn't need to promote for a song to see success, because it can just on her name alone.
