I think JIVE pushed UK's release because they realized Britney lost her spark there (see Circus), and now they're trying to draw interest to her by worldwide domination then release it there, they're making them hungry. I know a lot of British stans who are pretty
upset that it's released one month later, so now they will be fully supportive as soon as its out there. It's a good strategy. I honestly don't think it would've went #1 there, which would've look terrible.
