Now what about singles that don't even appear on albums?
For example, Namie released Breakit/GMB, but they weren't on Past/Future.

Break It and GMB are singles for her new album.
She only released WILD/Dr. as a single form Past>Future

& Hi Def, in Japan they release all the singles before the album then they start over again with a new batch of singles to be released on the next album.

Usually, all singles are included on albums. That is actually the strategy of having great first week sales. Ayumi released 7 singles before "I Am..." and Hikki kept releasing singles from 2003 to 2006 for Ultra Blue, which leads to insane first week sales because of hype.
That said, sometimes, Jpoppers release non-album singles. For instance, Namie's "I Have Never Seen" & "Toi & Moi" were both released as non-album singles to keep her connected with her fanbase while she was pregnant etc. Again, the purpose of those singles is to keep artists constantly relevant which is vital in Japan. That's what I understand.
& Namie's Break it is gonna be on her next album.

Review: Meisa Kuroki - Hellcat
Hear The Alarm?
This song sounds like the same line 300 times in a row. Which wouldn't be a problem if said line were more appealing. I guess it could be worse, though.
2.5/5
Like This
The production on this is terrible and she sings so nasally. It's exhausting to listen to, and it's probably exhausting for her to sing. This song sucks.
2.0/5
Bad Girl
This is much better. Fun melody, lively production. I'm enjoying this one.
3.5/5
Criminal
This is truly vile. What the hell is this awful chorus??
1.5/5
No No No
This is okay. Not good, not bad. Unremarkable.
2.5/5
Sex
Oh I love this. The best song so far.
4.0/5
Lost
This is nice, quite relaxing.
3.0/5
This Is Crazy
This song is a big meh.
2.5/5
A really generic jpop album, really short and boring. Aside from the song Sex, this album is a waste of time. She doesn't sound very talented and there is nothing unique about her.
Overall score: 2.5/5

Really? I like "Hellcat" much better. "Kind of guy" on "ATTITUDE" just really makes me not appreciate the album as much

Probably that Monkey Kingdom album. Someone suggest Namie's PLAY but I've already heard that one and it wasn't that memorable, so I'm not going to listen to it again. Obviously Violet Sauce is the best song on it.
