Except the reason Adele has a higher magnitude is because she has universal appeal and thus people of all ages will buy the music. Beyonce just has this hold on people who have a platform but in reality she's not pushing the same numbers because it is just
propaganda. Sure, it gets her critical acclaim, but not much else.
I'm not denying that Beyonce is commercial successful, because she is, but say if an alien came to this planet and started engaging in pop culture they'd believe Beyonce was infinitely more famous and would sell infinitely many more albums and that simply isn't the case.
