I'm seeing this a lot. She doesn't actually need 70K votes.

Every vote that is flipped adds to one candidate while subtracting from the other candidate.

If 35,000 votes flip from Trump to Clinton, there's now a tie. Of course some may flip the other way around.

Even if enough don't flip, there is still a significant chance that a few thousand votes were not counted.
