Well actually Gaga has a lot to do with this too. According to Mindtrappa her contract has been re-negotiated and she has free reins in the promo department.
So instead of planning everything from A to Z she has the choice to set up what she feels is good when she feels like it. Now Bobby will obviously suggest a lot of things to her, as it's his job but if she doesn't wanna do it, it won't happen.
This "I wanna do an album promo only'" might be Gaga's suggestion.

True but singles will give an extra push and it might outsell ARTPOP too.
The key to longevity on the album charts is streaming + hit songs, but if you can consistently sell in good numbers it will help a lot too, but look at Views or DW, 80% + of their sales came from streaming this week

So now that we're not getting proper singles (allegedly, Gaga sometimes lies) she needs to shoot a video for "Angel Down". I believe that song has so much potential.

Also what's great about this album is that I think it will have some form of longevity because of word of mouth. It's not the type of album ppl would be embarrassed to share or admit to liking tbh. Its very "straight friendly" in general.
